At National Level

1. Lead Program Agency

The LPA is the State Department for Fisheries, Aquaculture and the Blue Economy (SDFA&BE) and its main mandate is to provide overall policy guidance to the Programme.

2. Project Steering Committee

The committee shall oversee the Programme implementation in the County and shall meet quarterly to perform the following tasks:

  • Provide implementation oversight within the County;
  • Approve County AWPBs and Procurement Plans;
  • Review Programme progress against targets at the County level;
  • Assess management effectiveness and decide on corrective measures where appropriate
  • Review lessons learned and good practices.

At County Level

1. Programme Coordination Unit

The PCU spearheads the day-to-day coordination and management of the Programme under the delegation of the Lead Programme Agency (LPA). Other key responsibilities of the PCU include:

  • Facilitation of a conducive environment for Programme activities including the multiple partnerships required for effective implementation;
  • Implementation of the Programme activities in line with the AWPBs approved by the PSC and IFAD;
  • Development of operational strategies and establishment of effective tools for Programme implementation;
  • Financial and administrative management of Programme resources;
  • Preparation of AWPBs;
  • Mobilization and coordination of implementation partners; and
  • Monitoring and recording progress and procurement of services and supplies.

The overall leadership for the Programme Coordination Unit is vested upon the Programme Coordinator who reports to the Principal Secretary, State Department for Fisheries, Aquaculture and the Blue Economy (SDFA&BE) under the Ministry of Agriculture, Livestock, Fisheries and Cooperatives. The Programme Coordinator is answerable to the PSC on all matters regarding coordination and oversight of implementation activities.

2. County Programme Coordination Committee (CPCC)

The committee shall oversee the Programme implementation in the County and shall meet quarterly to perform the following tasks:

  • Provide implementation oversight within the County;
  • Approve County AWPBs and Procurement Plans;
  • Review Programme progress against targets at the County level;
  • Assess management effectiveness and decide on corrective measures where appropriate, and
  • Review lessons learned and good practices.

3. County Programme Implementation Team (CPIT)

The CPIT will work directly with programme beneficiaries and will report to the CECM in charge of Fisheries. The CPIT is charged with the following main responsibilities at the County level:

  • Coordinate implementation of the Programme activities according to the County-level AWPBs and Procurement Plans approved by the CPCC and endorsed by the Programme PSC;
  • Mobilization of farmers and creating awareness and sensitisation, extension and advisory services to target beneficiaries;
  • Supporting organization of farmers groups with inclusion of women and youth;
  • Leading the preparation of the County AWPBs & Procurement Plans and implementation progress reports for submission to the PCU;
  • Participate in training needs assessment for farmers; training and capacity building including setting up of trials, demonstrations, field days and exhibitions in collaboration with service providers and partners;
  • Mobilize and link extension services providers to target groups through frontline extension workers; and
  • Coordinating extension services and M&E functions at the County level.

4. Sub-County Programme Implementation Team (SCPIT)

The SCPIT shall be chaired by the Sub County Fisheries Officer (SCFO), who will be responsible for coordinating Programme implementation at the Sub county level. The SCPIT and is charged with the following responsibilities:

  • Coordinate Programme implementation at the Sub county level;
  • Provide public extension support and work with direct Programme beneficiaries to build their capacity either directly or through links to service providers hired by the Programme or working in partnership with the Programme; and
  • Support the CPIT in identifying Sub-county level activities that will be included in the County Annual Work Plan and Budget.
